Okello Andrew Peters
Founder, Director, AI Researcher & Consultant
Okello Andrew Peters is the founder and director of OapAI Technologies, and an AI researcher and consultant with four years of experience in AI and data science.
He holds a Bachelor of Science in Computer Science from Makerere University (2018–2022), and is currently completing a Master of Science in Computer Science (AI track) at the same university (2024–2026, expected graduation January 2027).
His research spans practical machine learning and AI governance, and forms the core of OapAI Lab’s current work: Learning Ordinal Latent Representations for Subject-Independent Parkinsonian Rigidity Estimation (completed, presented at the Data Science Africa 2026 workshop at Makerere University), Sparse-Aware Transformer-Based Cell Tracking in 3D+Time Zebrafish Embryo Microscopy (ongoing), and Compute Ahead of Coordination: A Case Study of Uganda’s Aeonian Sovereign AI Infrastructure Project and the Governance Gap It Exposes (ongoing).
